老年友好城市建设是老龄化事业的一个创新,在世界范围内没有成功经验可循,纽约和上海都是老龄化比较严重的国际性城市,也是WHO(世界卫生组织)老年友好城市试点城市。通过对比分析纽约和上海的不同实践,并考虑政策和利益相关者对老年友好城市建设的需求和预期,得出公共政策规划的几条实现路径:充分的政策评估、部门间协作、及重视社会力量等。
Building an aged and friendly city is an innovation in the cause of aging. There is no successful experience in the world. New York and Shanghai are both aging cities with relatively serious aging populations. They are also pilot cities for the World Health Organization (WHO) elderly-friendly cities. By contrasting the different practices in New York and Shanghai and considering the needs and expectations of policy and stakeholders for the construction of geriatric, sister cities, several paths to public policy planning are arrived at: adequate policy assessment, intersectoral collaboration, and emphasis on the community Power and so on.
