2000年9月11日至15日,全国第十次政报协作会议在新疆乌鲁木齐举行。国务院副秘书长崔占福同志出席会议并作了重要讲话,新疆维吾尔自治区副主席熊辉银同志致欢迎词,新疆维吾尔自治区人民政府办公厅副主任马秦同志作本次会议值年报告。会议以江泽民“三个代表”思想为指导,围绕贯彻实施《立法法》,探讨新形势下如何提高《公报》、《政报》的地位,充分发挥在传达政令、依法行政中宣传法规政策、指导工作的职能和作用。会议认为,在新疆召开的全国第十次政报协作会议具有十分重要的特殊意义:一是这次全国政报协作会是历次会议规格最高、到会领导最多、参会单位最全
