一、引论资格法或资格制度,是中国古代官僚制度中以论资排辈、平流进迁为基本原则的任官限制制度。它源于两汉,正式形成于唐宋之际,是中国古代任官制度中普遍运用的重要法则,也是中国古代社会官僚制度高度发达和完善的重要标志。自唐宋以降,资格法与科举制并驾齐驱,密切配合,广泛地运用于官员的选举和任用中,成为中国古代官僚制度发展史上的两大支柱,具有极其重要的历史地位。
I. Introduction The qualification law or qualification system is an official restraint system based on the basic principle that seniority, emigration and emigration should be advanced in ancient Chinese bureaucratic system. It originated from the Han Dynasty and was formally formed in the Tang and Song Dynasties. It was an important law commonly used in the officialdom in ancient China and an important symbol of the highly developed and perfected Chinese bureaucratic society. Since the Tang and Song dynasties were reduced, the qualification law and the imperial examination system kept pace with the imperial examination system. In close coordination and extensive application in the election and appointment of officials, the qualifications law has become the two pillars in the history of the development of Chinese bureaucracy and has an extremely important historical status.
