一、惠民县社会力量举办公益机构存在的问题(一)自身发展存在各种问题。一是发展水平较低。社会力量举办公益服务机构总体发展水平较低,场所小、人员少、设施差问题严重,大部分开办资金在3万元左右,不能为人民提供高质量的公益服务。二是发展方向不符合公益属性要求。在实地调研中,我们发现社会力量举办公益服务机构大部分以营利为目的,背离了主要提供公益服务的属性,在教育、卫生系统中尤为突出,卫生系统登记在册的民办
