“群众利益无小事、信访问题大于天”。妥善处理群众信访,是有效化解社会矛盾的重要途径,也是推进政法三项重点工作、维护社会和谐稳定的重要任务。由于各种因素的综合作用,当前部分信访积案成因复杂、牵扯面广,严重影响社会和谐稳定,也严重影响党委、政府的形象和政法机关的公信力。重视对信访维稳工作的研究,对于有效化解社会矛盾、维护社会稳定、促进经济社会发展无疑具有重要而深远的意义。
“The people’s interest is no small matter, petition problem is greater than the day ”. Handling proper letters and visits by the masses is an important way to effectively resolve social conflicts. It is also an important task for promoting the three key tasks of politics and law and safeguarding social harmony and stability. Due to the combined effect of various factors, the current part of the petition caseload has complicated causes and a wide range of issues, seriously affecting the social harmony and stability and seriously affecting the image of party committees and governments as well as the credibility of political and legal organs.
