根据目前水运建设资金供给状态进行预测,“十一五”期间港口建设的资金供需缺口约为879亿元,港口建设资金紧缺矛盾日渐突出。目前单靠政府财政资金和港口“以港养港”资金的投入,难以满足日益增长的投资规模需求,因此如何筹集更多的港口建设资金,并把有限的资金投入到最能发挥政府职能的港口和设施,是政府在港口建设发展中必须考虑的重要问题。
