教育事业是一个国家最重要的基层建设之一,所幸自1994年以来,我国教育事业的发展一直呈逐年上升的趋势。但同时因为多种因素的制约,全国各地在学前教育上的水平仍存在着较大的差异。这种差异的主要原因一般由经济,文化,理念,风俗,环境等多方面的问题构成。必须值得强调的是,学前教育是基层教育的根本,儿童识字受学的普及率会直接影响当地进一步的文化水平。这方面的问题需要受到各级政府部门的重视,严格执行全国学前教育的统一标准并在贫困,山区等中西部地区,实施免费教育试点。
Education is one of the most important grass-roots units in a country. Fortunately, since 1994, the development of China’s education has been showing an upward trend year by year. But at the same time, because of the restriction of many kinds of factors, there are still big differences in the level of pre-school education all over the country. The main reason for this difference is generally constituted by many issues such as economy, culture, philosophy, customs and environment. It must be emphasized that pre-primary education is the foundation of primary education and that the penetration rate of children’s literacy education will directly affect the further education level in the area. These problems need to be taken seriously by government departments at all levels, strictly implement the uniform standards for pre-school education throughout the country and implement free education pilot programs in the central and western regions such as poverty and mountainous areas.
