十九世纪中期,西方主要资本主义国家开始“以开辟新的道路和交通来代替旧时的战争和吞并领土的政策”调整对华侵略扩张政策。英国侵华政策开始这种变化的标志之一,当推大尉斯普莱1858年提出由仰光到思茅的铁路修筑计划;1863年,英国又提出开辟缅甸八莫至我国云南交通线的计划。为此,英国经历了漫长论证和勘测,在中国人民顽强抗争和列强在华争夺日益加剧的形势下,英国政府基于在华长远利益考虑选择“八莫路”,“斯普莱铁路计划”终被搁置。
