Taiwan’s economy plunged into an unprecedented grand recession with a negative growth rate of 1.91% in 2001, which is a complication of structural problems and short-term factors. From the first half of 2002, due to the unmanaged measures taken by the Taiwan authorities, the structural problems remain the same. Only the short-term factors, supported by the external economic boom, have shown a modest recovery in Taiwan’s economy. In fact, whether the current economic climate in Taiwan is recovering or not, the island is quite controversial. Recently, when the Commission for Economic Planning and Development surveyed civil manufacturers on the economic outlook after three months, they showed a pessimistic view that the proportion of transferees dropped drastically and the number of transferees soared
