如果说中国改革对外开放之初深圳占了先机的话,那么,1984年无疑是大连年。这一年2月,邓小平同志视察特区后指出:“我们建立经济特区,实行开放政策,有个指导思想要明确,就是不是收,而是放。除现在的特区外,还可以考虑再开放几个港口城市,如大连、青岛。这些地方不叫特区,但可以实行特区的某些政策。”1984年4月30日,根据邓小平同志的建议,党中央、国务院研究决定将对外开放的范围由特区扩大至沿海其他一些城市,包括大连、秦皇岛、天津、烟台、青岛、连云港、南通、上海、宁波、温州、福州、广州、湛江和北海14个城市。这些开放城市与此前兴办的经济特区不同,他们都有一个叫经济技术开发区的名字。其中,中国第一个经济技术开发区便批给了大连。
