本文主要对新中国成立以来的人才户籍政策作了全景式描述和分析。认为在我国户籍制度对人口和劳动力的流动严格限制的同时,从中央到地方政府都对人才群体给予了各种特殊优惠,创新了蓝印户口、居住证制度、积分入户等人口管理形式。今后,对人才户籍依然应以逐步放松为基调,可以从继续增加可自由落户的高端人才群体、完善居住证制度和允许部分区域内人才户籍自由流动三个方面进行,直至户籍限制的完全消除。
This article mainly describes and analyzes the policy of talent domicile since the founding of new China. It believes that while the household registration system restricts the flow of population and labor force in our country, all kinds of special concessions are given to the groups of people from the central government to the local governments, and the forms of population management such as the blue print account, the residence permit system and the integral home registration are innovated. In the future, the household registration of talent should still be gradually relaxed as the keynote, which can be continued from three aspects of continuing to increase the high-end talent group that can be settled down freely, perfecting the residence permit system and allowing the free flow of talents within certain regions until the restriction of household registration is completely eliminated.
