今年的秋征工作,是处在伟大中华人民共和国宣告成立,及解放战争将在全国澈底胜利之际;同时又面临着敌人经济封锁,灾情较为严重,财政赤字庞大等严重困难情况中。因此今年秋征工作,是继续支前,克服财政困难,及奠定今后长期经济建设基础,以便战胜灾荒,改善民生,而具有决定意义的严重政治任务。各级政府必须坚决完成这一光荣任务。为此特就秋征工作中几个主要问题作如下指示:一、秋征工作方针步骤。秋征工作是生产支前的主要具体内容,必须紧张的动员起来,科学的组织力量,结合生产救灾大力突击完成。从十月一号起到明年一月十五号止为秋征时间。其大体步骤:十月份为逐级召开会议布置阶段,并结合作好修建仓房、修秤、印表册、聘训助征人员等准备工作。十一月一号到十二月十五号为行动阶段(包括宣传教育、查黑地、评减免、计算造册、填串入仓等),十二月十六号到明年一月十五号为逐级召开会议总结阶段。各地可依具体情况穿插进行,但入仓时间与完
