水电六局在承建黄河万家寨工程发电厂房的土建及先期附属机电工程施工中, 仅用 28 个月的时间就完成了首台机组发电前包括建筑装修的所有任务。其主要经验是内部全面实行局长负责制, 确定全面推行施工作业承包责任制的整体管理模式; 抓住技术管理, 工程质量和安全生产等方面; 采取措施, 充分发挥每个职工的生产积极性。施工局在困难条件下精心组织施工, 确保了主厂房工程建设按计划实现合同目标, 创造了水利工程快速施工电站厂房的新篇章。
The six hydropower bureaus completed all the tasks of the first unit before the power generation, including construction and renovation, in only 28 months during the construction of civil works and the prior subsidiary electromechanical engineering for the power plant for the construction of the Yellow River Wanjiazhai Project. Its main experience is to fully implement the director responsibility system within the company, to determine the overall management model for comprehensive implementation of the contracting responsibility system for construction operations, to seize technical management, project quality and safe production, and to take measures to give full play to each employee’s production enthusiasm. The Construction Bureau carefully organized the construction under difficult conditions, ensured that the construction of the main plant project was to achieve the contractual objectives as planned, and created a new chapter in the rapid construction of power plant buildings for water conservancy projects.
