受理请愿权是民国前期议会所拥有的权力之一。民国前期议会在相关法律中,对于人民请愿的受理程序有详细的制度化规定和保障,并非完全是“一纸空文”。在民国前期,南京和北京参议院共收到民众请愿案77件,主要是建议、申诉、控告地方官等愿诉。有些请愿案得到通过,对政府行为起了一定的督促作用。虽然请愿案没有触动军权当局者的利益,但毕竟展现了民国前期国家和社会走向共和的探索。
The right to petition is one of the powers owned by the parliament in the early Republic of China. In the early parliamentary period of the Republic of China, there were detailed institutional provisions and guarantees for the people’s petitions in the relevant laws, which were not entirely ’deadlines’. In the early period of the Republic of China, 77 petitions of common people were received by Nanjing and Beijing Senate, mainly for suggestions, appeals and charges against local officials. Some petitions have been passed and they have played a certain role in urging the government to act. Although the petition did not touch the interests of the military authorities, it showed, after all, the exploration of the pre-Republican state and society toward republicanism.
