地方领导班子配备改革后,一些地方出现了“一把手”权力过分集中或膨胀的现象。如何妥善化解,应予重点探索和努力近年来,地方领导班子配备作了一系列的改革,特别是减少了党委副书记职数,这对发扬民主、科学决策、提高效率、深入推进反腐倡廉建设,无疑具有十分积极的意义。但有的地方由于改革的配套措施和相应的制度规范没有及时跟进,结果出现了权力更加集中的不正常现象。少数地方出现的这种情况,不仅违背改革的初衷,而且还容易使一些大权在握的干部滥用职权、以权谋私,堕落成腐败分子。要解决这些问题,防止地方领导班子配备改革后“一把手”权力过分集中或膨胀,就当前而言,至少有四项工作应该重点探索和努力:
