綜合性的水土保持查勘工作,是一件科學的、複雜的新的工作。過去由於各查勘隊团結一致,依靠群众,不怕困難,積極工作,了解了情况,克服了困難,總結了經驗,已取得了很大成績。但由於經驗不足,深入分析研究、互相結合不够,同樣也存在着許多缺点,亟待改進,但從整個情况來看,目前摸索階段已基本渡過,困难已基本克服。今後為了將水土保持工作做好,各隊應在現有基礎上總結經驗,克服缺点,把工作提高一步。為此,茲提出如下意見:
Integrated soil and water conservation survey work is a scientific and complicated new job. In the past, due to the unity of the survey teams, relying on the masses, not afraid of difficulties, active work, understanding of the situation, overcoming difficulties, summed up the experience, has made great achievements. However, due to lack of experience, in-depth analysis and research, combined with each other is not enough, there are also many shortcomings, it is urgent to improve, but from the overall situation, the current phase of exploration has basically passed, the difficulties have been basically overcome. In order to do a good job in soil and water conservation in the future, all teams should sum up their experiences on the basis of the existing situation, overcome shortcomings and step up their work. To this end, I hereby submit the following opinion:
