1990年8月下旬,我们曾对全国20个综合发展规划(1986—2000年)试点县之一的广东省徐闻县进行了调查。从调查的结果来看,该县在实施《综合发展规划》(以下简称规划)中取得了较显著的成果,积累了一些十分有益的经验。这对于正在编制和今后实施“八五”计划和十年发展规划的其他地区都有一定的参考价值。在此,笔者将其主要经验概括为四个方面予以介绍。第一,保证规划的科学性和实用可行性,是规划在实施过程中能否起指导作用的
In late August 1990, we conducted a survey of Xuwen County, Guangdong Province, one of the pilot counties of 20 comprehensive development plans in the country (1986-2000). According to the survey results, the county has made remarkable achievements in the implementation of the “Comprehensive Development Plan” (hereinafter referred to as the “Plan”) and accumulated some very beneficial experiences.
