近年来,G20在推进全球发展合作、建立全球发展伙伴关系、推进2015后全球发展议程的作用逐渐凸显。随着G20的全球发展事务逐渐系统化、制度化,G20发展工作组(DWG)得以建立,并设置了发展议程“跨年度行动计划”。迄今G20-DWG对该计划中的每个支柱均有不同程度的推进。但是国际社会对G20-DWG的身份性质、发展议程设置以及在现有全球发展议程中的定位和作用等方面均存在质疑,加之其“跨年度行动计划”的落实效果欠佳。因此,G20-DWG要成为建立全球伙伴关系、推进全球发展合作方面的重要平台还需要更多努力。
In recent years, the role of the G20 in advancing global development cooperation, establishing a global partnership for development and advancing the post-2015 global development agenda has gradually become more prominent. As the global development of the G20 is gradually systematized and institutionalized, the G20 Development Working Group (DWG) has been established and a development agenda and a “multi-year plan of action” have been set up. To date, the G20-DWG has pushed each of the pillars of the program to varying degrees. However, the international community has questioned the identity of the G20-DWG, the development agenda setting, and the role and position of the G20-DWG in the existing global development agenda. In addition, the implementation of the “Biennial Action Plan” has not achieved satisfactory results. Therefore, the G20-DWG needs more efforts to become an important platform for establishing a global partnership and promoting global development cooperation.
