在西方,智库非常发达,尤其是在国家安全与军事决策中地位越来越重要。有研究数据表明,目前,在全球排名前50位的安全与防务智库中,90%以上都被美国和欧洲国家所占据。在美国,专门或主要从事防务与安全问题研究的智库鳞次栉比、成果卓著,而且涵盖了政府内部、民间、大学等多个层面,对美国的全球防务战略产生着重大影响。美国政府旗下的和平研究室、国防科技委员会、防务分析研究所、亚太安全中心都是老牌的军事智囊。以兰德公司、战略与国际研究中心、华盛顿预算研究评估中心为代表的民间防务智库机构更是在全球享有盛誉。
In the West, think tanks are well developed and are becoming increasingly important in national security and military decision making. Research shows that at present, more than 90% of the world’s top 50 think tanks for security and defense are occupied by the United States and European countries. In the United States, think tanks that specialize in or are mainly concerned with defense and security research are numerous and have achieved outstanding results. They also cover internal, civil, and university levels and have a significant impact on the U.S. global defense strategy. The U.S. government’s Peace Research Laboratory, the Defense Science and Technology Commission, the Defense Analysis Institute, and the Asia-Pacific Security Center are all established military think tanks. Private defense think-tanks, represented by RAND Corporation, Center for Strategic and International Studies and Washington State Budget Research and Assessment Center, have won a worldwide reputation.
