当你在黄河水量调度总控制中心,可看见工作人员轻轻点几下计算机的鼠标,远在百公里之外的闸门就会按照所输入的指令,自动地进行启闭。当你在黄河水保生态环境监控中心,只要输入相关的参数,三维动画瞬间便模拟出黄河流域水土保持现状,调整工程布局,设计整体规划方案。伴随着参数的改变,沟道工程布局也在发生变换。当你在黄河防总,黄河防汛异地视频会议系统让分布在700多km沿黄线上的山东、河南等5个黄河防汛指挥部实现了“零距离”接触。只要输入暴雨参数、产汇流、水库群调度、下游洪水演进等,数学模拟系统立即启动并实现耦合,迅速完成洪水发生前的状态模拟。当你一上班坐在办公桌前,打开计算机,进入电子政务系统,有关领导的活动安排、有关部门的工作动态、公文的流转等都一目了然出现在你面前。…………这不是梦想,这是记者在水利部黄河水利委员会看到的信息化建设带来的巨大变化。信息化建设不但改变了人们的传统观念,而且提升了治黄的科技含量和管理水平,推进了黄河水利现代化进程。这是治黄人为维持黄河健康生命,建设“三条黄河”所作的努力,是用具体行动践行水利部党组的治水新思路,使传统水利实现跨越式发展。 When you are in the Yellow River water dispatch total control center, you can see the staff a few clicks on the mouse of the computer, as far as 100 kilometers away from the gate will be in accordance with the instructions entered automatically open and close.
