普乐寺为承上八庙之一,1964年公布为全国重点文物保护单位。寺建于清乾隆三十一年(公元1766年)。当时国家昌盛,民族繁荣。蒙、藏上层贵族素有信奉佛教的历史。清统治者乾隆皇帝为了团结各少数民族,尊重他们的信仰,巩固边疆。使清朝成为多民族安定统一的国家,他积极提倡佛教,采取“因其教不易其俗”、“以俗为治”的政策,在承德修建十余座大型佛寺。当时“西陲平定后即建普乐寺,以示绥怀。”普乐寺是在章嘉国师的提议下修建的,取普天下同乐之意。寺成“每岁秋巡,诸藩入觐,瞻礼金容,如上春台同游化宇也”。

Temple as “every year autumn tour, all pilgrimage pilgrimage, witness Jin Rong, such as the spring tour with Yu Yu also.”
