Today, with vast amounts of intelligence, the key to the transmission of information on obstacles is not only the rapid growth and cross-penetration of the literature, but more importantly, it is difficult to obtain timely and appropriate intelligence from it. This situation of “intelligence chaos” has even restricted human thinking. It is an important task nowadays to catch unjust prejudices and accordingly to be able to judge the intelligence of things fairly and make effective use of them. Starting from the establishment of Japan Science and Technology Information Center (JICST) in 1957, Japan began to formally rectify its construction and intelligence work. In 965, he put forward the idea of “national science and technology information delivery system (NIST)”. Based on this, looking forward to the railway technology
