4月份“国十条”出台之后,房地产市场的热度并未如人们期望的那样降温。被称为“新国五条”的楼市调控新政在9月骤然升级,随后的一个月的时间里,楼市调控显示出政府从未有过的决心,打出了一套招式繁复但节拍清晰的组合拳,政策力度、时间跨度全面超越了上一轮调控。虽被称为年内第二次调控,但实际上,这次调控仍可看做是4月份“国十条”的延续和深化,只是更为严厉。从陆续出台的各种政策看,从每户家庭限购一套,到购房门槛一再提高;从严厉监管地产开发商,到大力推进保障性住房建设,可称全方位、多角度、长时间的“楼市调控总动员”。在中央统筹下,热点城市纷纷出台各自的楼市调控细则,可谓“规定动作”和“自选难度”兼具,既秉承了中央调控政策的脉络,又因为地域不同、情况各异而呈现出各自的特点和亮点。此次调控的效果是显著的。从“十一”国庆长假开始,房地产市场热火朝天的景象不再,观望气氛浓厚,投机性、投资性购房得到抑制。楼市也随着四季轮换,告别了骄阳似火的夏季,迎来了略显萧瑟的深秋。秋天过去,是入冬还是开春?且拭目以待。 April “country ten ” after the introduction of the real estate market is not as cool as people expected to cool.
