当潍坊市千余名中小学校长的人事档案开始从组织部门转交到教育行政部门归口管理的消息传出时,引起了全国教育界的关注。因为此前的中小学校长职级制改革,在全国最有益的尝试是,推行“双轨”职级制,即在实行职级管理的同时保留行政级别。潍坊的改革却在全国首次一次性取消行政级别,实现真正意义上的职级管理。中央教科所科研管理处处长陈如平博士日后评价说,潍坊的改革之所以有如此大的影响,主要是他们的改革具有里程碑意义。
When the personnel files of more than a thousand primary and middle school principals in Weifang City began to be transferred from the organizational department to the educational administration department, the news came to the attention of the national education community. Because of the previous reform of the rank system of primary and secondary school principals, the most beneficial attempt in the country was to implement the “dual track” grade system, which means that while maintaining rank management, the administrative level is retained. Weifang’s reforms are the first time in the country to cancel the administrative level once and achieve a true sense of rank management. Dr. Chen Ruping, director of the Scientific Research Management Division of the Central University of Science and Technology, later commented that the reason why Weifang’s reforms have such a large impact is that their reforms are of great significance.
