在我国现代化和城市化的发展进程中,农村、乡镇中剩余劳动力不断向城市移动。进城务工人员作为城市建设不可或缺的力量,其管理与民生以及城乡关系息息相关,同时也影响着我国城现代化和城市化的转型。其中,对于初入城市的新生进城务工人员的管理尤为重要,他们刚从农村进入城市,对城市生活尚未完全熟悉和适应,也没有稳定的合适的住处和工作,属于无组织管理和帮助的动荡时期。但是由于进城务工人员管理思想落后体制僵化以及进城务工人员数量大、流动性强等客观原因,进城务工人员的管理仍存在进城务工人员无法融入城市、权益得不到有效保障等问题。为此本文提出以社区化管理的方式来管理以初入城市的新生进城务工人员群体为代表的进城务工人员,完善现有进城务工人员管理体制,促进进城务工人员有效融入城市,提高城市化的水平和质量。
In the course of the modernization and urbanization of our country, the surplus labor force in rural areas and townships is continuously moving to the cities. Urban migrant workers as an indispensable force in urban construction, its management and people’s livelihood and the relationship between urban and rural areas are closely related, but also affect the transformation of China’s urbanization and urbanization. However, due to the rigid management system of migrant workers and the objective reasons such as the large number of migrant workers and strong liquidity, there are still some problems such as the inability of urban migrant workers to integrate into urban areas and the effective protection of their rights and interests. . Therefore, this paper proposes that community-based management should be used to manage the migrant workers represented by the newly arrived migrant workers entering the city, improve the existing migrant workers management system, and promote the effective integration of migrant workers into the cities, Improve the level and quality of urbanization.
