秦汉时期的漕仓不仅储备大量粮食,还多有高大的仓城设施,可以为调运军粮服务,也可以迅速转作军用堡垒。秦汉漕仓的交通地理条件优越,因之也在军事地理格局中具备了特殊的战略地位。即使在稳定时期,各地的仓城,在水陆漕运交通线的联接下形成网络,配合国家战略部署,为军事活动服务,形成了国家权力在各地的坚实支撑。这体现了早期漕运与军事政治的密切关系,以及早期漕运的战略作用。
