1998年全省工作的总体思路是:高举邓小平理论伟大旗帜,深入贯彻落实十五大及中央经济工作会议精神,以解放思想、抢抓机遇、深化改革、加快发展统领全局,大力推进两个根本性转变,实施科教兴省和可持续发展战略,不失时机地进行经济结构战略性调整,集中力量打好加快建设农业强省、深化国有企业改革、发展非国有经济和第三产业、扩大对外开放四个硬仗;改善经济发展环境,建立强有力的工作推进机制;促进两个文明建设协调发展,安排好群众生活,保持社会稳定,为搞好二次创业,实现富民强省的跨世纪目标迈出更加坚实的一步。
