在《中国科技金融学》的著者张亚光同志,荣获1996年度云南省有突出贡献的优秀专业技术人才荣誉的时候,在云南省民营科技的重要支撑体系——昆明科技产业城市信用合作社,就要加入昆明市城市合作商业银行行列的前夕,记者采访了10月16日在翠湖宾馆举行的《中国科技金融学》出版首发式及其著者张亚光,并撰写了通讯《贵在敢为人之先》。张亚光同志,以敢为人先的风险创业精神,从一个省级国家机关、从一个被视为是“高不可攀”的国家公务员职位上,毅然下海登上民营科技这艘颠颠簸簸的帆船,在全国率先创办了第一家民办股份制科技金融企业昆明科技产业城市信用合作社,由此,有传媒曾以《张亚光:中国民办科技金融第一人》为题,对张亚光及其“昆明科信”作了纪实性报道,在青年与社会中引起极大反响。4年多来,张亚光及其“昆明科信”的全体同仁,紧紧扣住科技与金融、科技与经济结合这一主题探索、实践。在没有国家一分钱投资和存款,没有一个行政编制的一张白纸上,面对社会千家万户,依靠一流的服务、一流的信誉、一流的效率和一流的管理吸引客户,画出了一幅具有中国特色的民办科技金融企业的独特的新作。截止1995年末,各项存款余额达2.23亿元,贷款余额1.2亿元,办理各项业务41.2万笔,缴纳税金190多万元,实现利润200多万元,自有资产2000多万元,各项经济指标列全国86家同行业之首。这些业绩,没有张亚光同志的敢为人先的创业精神,是不可能发生的。“昆明科信”是全国第一面科技金融迎风飘扬的旗帜;“昆明科信”为科技与金融、科技与经济的结合探索出了新的路子;“昆明科信”在云南民营科技的发展史上留下了重重的一笔;“昆明科信”加入昆明市城市合作商业银行后,将再铸辉煌;张亚光及其昆明科技产业城市信用合作社的全体同仁,云南民营科技人永远记住了您们!
