Joint libraries between domestic and public galleries are generally large and comprehensive models that tend to form iconic buildings but are geographically far from most of their readership and their significance diminishes as they grow. Due to widespread adoption of a team and lack of effective contractual constraints, there is a greater risk of balancing and coordinating the functions of universities and public services in domestic United Libraries. In contrast, the American universities and public libraries have distinctive features and strong complementarity, which are based on the readers’ needs and are based on the basic level of community. They serve for all kinds of readers in the community and have positive referential significance.
