砒砂岩区是黄土高原剧烈侵蚀的中心,是影响黄河产沙的关键区位。但是由于砒砂岩区沟壑纵横,黄土流失贻尽,基岩大面积裸露,干旱少雨,各种植物措施在这里都难以奏效,以砒砂岩为材料治沟打坝,难度也很大。因此砒砂岩区是黄河上中游水土流失治理的一个难点。 1985年,原水利部部长钱正英提出了“以开发沙棘资源作为加速黄土高原治理的突破口”的号召之后,黄委会黄河上中游管理局在该区积极开展沙棘种植试验和示范,先后开展了沙棘试点小流域、综合治理示范区、砒砂岩沙棘育种、沙棘生物坝等沙棘治理和科研项目。经过当地水保部门和广大群众十余年的努力,在砒砂岩区成功种植沙棘5.33万hm~2,实现了黄土高原治理难点上的重大突破。现在砒砂岩沙棘种植区已是浓荫护夏,红果迎秋,鸟儿翔飞林间,沟谷溪流清辙见底,呈现出勃勃生机,生态景观发生了根本性变化。 砒砂岩沙棘治理的成功经验,引起了国家的高度重视,今年已拔出专款实施砒砂岩区沙棘生态建设工程项目,全面掀起了砒砂岩区沙棘资源建设的高潮。近日全国人大常委会《水土保持法》执法检查组赴伊克昭盟进行了专项检查指导。
The sandstone area is the center of intense erosion in the Loess Plateau and the key area affecting the sediment yield of the Yellow River. However, because of the vertical and horizontal gully area in the sandstone area, the loss of loess is exhausted. Large area of bedrock is exposed and arid areas are drier. All kinds of plant measures are hard to work here. It is also very difficult to ditch the ditch with the sandstone as the material. Therefore, the sandstone area is a difficult point for soil erosion control in the upper and middle reaches of the Yellow River. In 1985, Qian Zhengying, former Minister of Water Resources, put forward the call for “developing sea-buckthorn resources as a breakthrough point for accelerating the governance of the Loess Plateau.” The Yellow River Upper Yellow River Management Bureau actively carried out experiments and demonstration of seabuckthorn planting in this area. Seabuckthorn pilot watershed, comprehensive management demonstration area, 砒 sand seabuckthorn breeding, seabuckthorn biological dam and other sea buckthorn management and research projects. After more than ten years of efforts by the local water conservation departments and the masses, 53,200 ha of sea buckthorn were successfully planted in the sandstone area, achieving a major breakthrough in the difficulty of harnessing the loess plateau. Now sand 岩 seabuckthorn planting area is the shade of summer, the red fruit to the autumn, the birds Cheung fly forest, valley streams trails at the end, showing a vibrant, ecological landscape has undergone fundamental changes. The successful experience of sand-rock seabuckthorn management has aroused the great attention of the country. This year, it has earmarked funds to implement the seabuckthorn ecological construction project in the sand-rock area and set off the climax of seabuckthorn resources construction in the sandstone area in an all-round way. Recently, the Law Enforcement Inspection Team of Soil and Water Conservation Law of the Standing Committee of the National People’s Congress went to Yikezhao Union and conducted special inspection and guidance.
