《中国石油企业》杂志2005年第6期《人力资源管理的重点在留人》一文中提到分层次、量才用人。企业需要一流人才.也需要二流,三流的人才。作者的理由是:一流人才过多.而其他层次的人才不足.企业的人才需求结构层次遭到破坏,会造成一流人才在企业难以施展才华而浪费.增加人工成本.其他层次的人才又难以满足生产经营的需要.不仅影响企业的发展.也由于人才的“闲职”而纷纷另谋高就.最后连企业急需的人才也会无故流失。
