今年是“七五”计划的第一年。在去年九月召开的党的全国代表会议上,中共中央提出了《关于制定国民经济和社会发展第七个五年计划的建议》,赵紫阳总理代表党中央、国务院就这个《建议》的制定作了说明。“七五”计划《建议》是指导“七五”期间我国经济建设沿着正确的轨道健康发展、加速四化进程的科学的纲领性文件,是完全符合我国国情的。全国各项经济建设都必须严格遵循这个《建议》,坚定不移地按照《建议》中提出的方针、政策和规定的原则办事。只有这样,才能胜利完成“七五”计划,达到预定的目标,为本世纪的后十年奠定坚实的物质基础,实现党的十二大提出的宏伟目标,建设有中国特色的社会主义。我们治淮工作当然也毫无例外。治理淮河,不仅是淮河流域一亿二千万人民的大事,也是我们国家的一件大事。这是一项在中国共产党和人民政府领导下的社会主义建设的伟大事业。全面系统地治理淮河,从新中国诞生不久就开始了。经过三十五年来的持续治理,淮河流域贫穷落后的面貌已经发生了巨大的变化。正
