Shortwave communications have a very important place in maritime radio communications. Because of its simple equipment, low cost and low energy consumption, it has been widely used in the oceanic data telemetry buoy system developed in recent 20 years and has become a basic means for long-distance transmission of oceanographic data. Shortwave information transmission is the use of ionospheric reflection of radio waves to achieve. The ionosphere is a time-varying chromatic dispersion channel, its parameters have obvious diurnal variation and seasonal variation, but also closely related with solar activity cycle. In order to adapt to the change of the ionospheric channel parameters, the operating frequency of the communication circuit is required to be changed frequently, otherwise the communication quality will drop drastically, and sometimes the communication may not be performed. This has apparently resulted in a data buoy telemetry system that has been left unmanaged for a long time and requires high transmission accuracy
