技术法规与标准对国际贸易的发展起到了极大的推动作用,而从各国制定和执行技术法规与标准的严肃性来看,它们也无疑为维护消费者的权益作出了极大的贡献。然而,由于各国技术法规和标准各不相同并人为地拉大它们之间的差距,打着“维护消费者利益”的幌子对国内外产品采取双重标准以及在执行过程中可能产生的限制等种种因素,都使其极易成为国际贸易中最隐蔽、最剌手、最难对付的贸易障碍之一,也正在对国际贸易包括我国的出口贸易产生越来越大的影响。因此,我们应积极参与国际标准化组织活动,加强质量认证工作,充分利用“标准守则”的原则,制订符合我国国情的统一的技术法规与技术标准,从而扩大我国的出口贸易。

Therefore, we should actively participate in the activities of the International Organization for Standardization, strengthen the quality certification work, make full use of the principles of the “Standard Code” and formulate uniform technical regulations and technical standards that are in line with China’s national conditions so as to expand China’s export trade.
