在工程实际中,工程问题多发,很大程度上是工程不履责或不尽责导致的,有必要从工程问责角度研究工程治理系统。按工程履责过程,从工程制衡机制、激励机制和问责机制三个方面提出工程治理系统构架。由于工程治理中制衡机制与激励机制发挥效用的程度不同,导致工程问责需求不一样,该工程治理系统在各国工程实际中都有不同表现。可以预期,我国工程实现过程中的制衡机制和激励机制越有效,工程问责需求越少,工程治理效果就会越显著。
In engineering practice, engineering problems occur frequently, which are largely caused by the failure or lack of responsibility of the engineering. It is necessary to study the engineering governance system from the perspective of engineering accountability. According to the process of project fulfillment responsibility, this paper puts forward the engineering governance system framework from three aspects: project balance mechanism, incentive mechanism and accountability mechanism. Due to the different degrees of effectiveness of checks and balances and incentive mechanisms in engineering governance, the demand for engineering accountability varies. The engineering governance system has different performance in engineering practice in various countries. It can be expected that the more effective the check-and-balance mechanism and the incentive mechanism in the process of project realization in our country, the less need of project accountability, the more obvious the project governance effect will be.
