面对激烈的人才竞争,对人才实施有效的物质激励是吸引、保留人才最直接、最有效的手段。现行军队人才津贴制度存在着享受范围偏窄、项目结构不合理、管理体制不科学、发放程序不够规范和标准不够合理等问题。对此,有关部门应做好军队人才价值评价工作,合理确定人才津贴的享受范围,科学设定军队人才津贴结构和标准,完善军队人才津贴管理运行机制,以吸引高素质人才安心军营建功立业,为加快推进国防和军队建设跨越式发展服务。
