义和团运动兴起之初,清政府基于对它的认识,对之采取了消极限制的政策,其表现是“会匪区别”、“惩首解从”、“改拳为团”等。在同帝国主义列强矛盾尖锐的情势下,清政府出于对义和团和帝国主义列强的双重恐惧,对义和团的方针一直在武力镇压和“以民制夷”之间摇摆,这从客观上对义和团运动的壮大产生了重要影响。
