国家创新战略是指一个国家或地区为适应世界科技经济发展变化、提升自身的创新能力和竞争能力,而对科技创新的发展方向和目标进行全局性的谋划。它是国家指导和制定技术创新规划、策略的指南,决定了国家未来创新的发展方向。本文首先以我国科技发展指导思想为经,以建国以来发布的八个科技发展规划纲要及其配套政策为纬,阐明了我国国家创新战略历经探索阶段、创新战略服务于经济建设、可持续发展的创新战略等调整阶段,在此基础上揭示了国家创新战略向生态化方向调整的趋势。然后详细论述了国家创新战略向生态化方向调整的必要性及其重意义;对实施生态化创新战略的客观条件与可行性进行了分析论证。最后针对目前我国创新战略的现状和问题,从完善生态化创新教育机制,加强全民生态化创新教育,提升国民消费需求层次,培育生态化创新产品消费市场,健全生态化创新法律体系,完善我国政府绿色采购制度,健全促进生态化技术创新的财税政策支持机制等层面提出我国创新战略朝生态化方向调整的具体对策和途径。
National innovation strategy refers to a country or region in order to adapt to the world science and technology economic development changes, enhance their own innovation ability and competitiveness, and the direction of scientific and technological innovation and goals of global planning. It is a guide for the state to guide and formulate plans and tactics for technological innovation, and determines the direction for the future development of the country’s innovation. This paper begins with the guiding ideology of science and technology development in our country and eight scientific and technological development plans issued since the founding of the People’s Republic of China and its supporting policies. It clarifies that after China’s national innovation strategy has been explored, innovative strategies serve economic construction and sustainable development Innovation strategy and other adjustment stages, on the basis of which reveals the trend of national innovation strategy to the direction of ecological adjustment. Then it elaborates the necessity and importance of the national innovation strategy to the direction of ecologicalization. The objective conditions and feasibility of implementing the ecological innovation strategy are analyzed and demonstrated. Finally, aiming at the current situation and problems of China’s innovation strategy, we should improve the mechanism of ecological innovation education, strengthen the people’s ecological innovation education, upgrade the level of national consumption demand, foster the market for eco-innovative products, perfect the legal system of ecological innovation, improve the government of our country Green procurement system, and sound financial and taxation policy support mechanisms to promote eco-technological innovation and other aspects of the proposed innovation strategy in our country toward the direction of ecological specific measures and ways.
