一、公路对西部区域经济发展的促进作用及表现形式 公路促进区域经济发展,是由公路运输在综合运输体系中的作用及其具有点多、线长、面广等特征所决定的。从公路运输在综合运输体系中作用看:据统计西部地区公路所承担的客货运量和周转量在整个运输体系中的比重一直呈上升趋势。同时,公路运输的客、货运量及客、货运输周转量在综合运输总量中的比重达到94.3％、87.6％、61.6％和34.3％,大大高于全国平均水平。这充分说明了公路运输在西部地区国民经济发展和提高人民生活水平中发挥着举足轻重的作用,在综合运输中占据主导地位。此外,由于公路是联系各种运输方式如水运、航空、铁路的重要手段,这些运输方式的正常运转在很大程度上依赖于公路来实现。特别是高速公路的渐增,其设计时速高、通行能力大、安全性能强、运输成本低等优势,又大大增强了公路在综合运输体系和区域经济发展中的作用和担当重要角色。从公路具有的点多、线长、面广的特点看:公路与人们正常生产生活动具有密切的联系。公路连接着众多的部分和不同的区域,牵涉农业、工业、市政、水利、林业、电信、电力及公路沿线城市、乡镇(村)的许多部门,就是同一
