新医改是中共中央、国务院向社会公布了关于深化医药卫生体制改革的意见。《意见》提出了“有效减轻居民就医费用负担,切实缓解‘看病难、看病贵’[1]”的近期目标,以及“建立健全覆盖城乡居民的基本医疗卫生制度,为人民群众提供方便、有效、安全、价廉的医疗服务”的长远目标。新医改方案的出台对医务人员提出了更高的要求,对医务工作者来说,既是机遇,也是挑战,人才管理对医院管理工作显得愈益重要。医院要在人才管理上要采取安全强化、有效留住、方便引进,价廉储备人才的战略思想。
