新加坡教育部于2001年颁布了新的《英语语言教学大纲》。这一重要文件的颁布意味着所有教育部属下的中小学以及与教育部直接有关的师资培训院校必须作出及时的调整,以迎接挑战。本文就教育部的政令及其所带来的影响作一简要分析,并从师范教育的角度阐述教学理论与教学实践(方法论)相结合的必要性与可行性,以及语言技能训练与师范教育教学论相辅相成的重要性。全文主要包括六部分:(1)引论;(2)新加坡中学英语教师师范教育概览;(3)新加坡教育部《英语语言大纲》的变化;(4)新《大纲》的要旨和特点;(5)师资培训机构的课程改革措施;(6)新加坡英语教学改革对其它二语/外语地区语言教学的启示。
Singapore’s Ministry of Education promulgated a new “English Language Teaching Program” in 2001. The promulgation of this important document means that all primary and secondary education under the Ministry of Education as well as teacher training institutes directly related to the Ministry of Education must make prompt adjustments so as to meet the challenge. This article makes a brief analysis of the decree of the Ministry of Education and its impact and expounds the necessity and feasibility of the combination of teaching theory and teaching practice (methodology) as well as the teaching of language skills and teacher education from the perspective of teacher education On the importance of complementarity. The full text includes six parts: (1) Introduction; (2) Overview of Teacher Education in Singapore Secondary School English Teachers; (3) Changes in the English Language Program of the Ministry of Education in Singapore; (4) The Essentials and Characteristics of the New Outline; 5) curriculum reform measures of teacher training institutes; and (6) enlightenment of Singapore English teaching reform on language teaching in other second language / foreign language areas.
