我国沿海地区发展外向型经济,参与国际经济循环的新的经济发展战略,已逐步从决策走向实施。沿海战略的实质内容是:通过发展劳动密集型产品,实现以产品为载体的劳务出口,从国际市场上换取外汇。而加工型密集产业的特点,决定了它必然在劳动力资源丰富而自然资源相对贫乏的地区首先得到发展。我国自经济体制改革以来,人多地少的矛盾首先在沿海地区促进了农村劳动力的转移,造就了一大批乡镇企业,并已成为该地区国民经济中的一支重要力量。而这些乡镇企业的原材料和市场“两头在外”的基本特征,又决定了它必然会在沿海计划的实施中 The new economic development strategy of developing the export-oriented economy in the coastal areas of our country and participating in the international economic cycle has gradually moved from policy-making to implementation.
