从今年3月初美元汇价开始暴跌以来到目前,美元汇价虽不像暴跌的初期那样出现逐日大幅度下泄的形势,外汇市场剧烈动荡却未见有缓解的迹象。也正因为如此,市场上人们十分敏感,一旦有什么对美元汇价变动的不利信息传出,则往往导致美元汇价出现新的跌风。截至4月上旬,美元对德国马克汇价为1美元兑换不足1.37马克;美元对日元汇价还进一步跌创新的低点,一度达到了1美元兑换85日元以下。另一方面,继3月7日各工业国家金融当局在外汇市场上采取联合干预行动未取得预期效果后,迄今尚未见到这些国家为稳定市场局势提出过任何新的有效措施。这反映出,面对目前市场局势反复动荡和美元汇价持续低疲,有关的国家基于自身利益各有打算,难于有更多的作为。
From the beginning of the U.S. dollar exchange rate plunge in early March this year, the exchange rate of U.S. dollar has not shown any signs of easing due to the drastic turbulence in the foreign exchange market, unlike the initial drastic drop in the U.S. dollar. Precisely because of this, people in the market are very sensitive. Once there is any unfavorable news on the exchange rate changes of the U.S. dollar, it often leads to a new downward trend in the U.S. dollar exchange rate. As of early April, the exchange rate of the U.S. dollar against the German mark was less than 1.37 marks for the dollar; the exchange rate of the U.S. dollar against the Japanese yen dropped further to an all-time low and reached a level below one dollar for 85 yen. On the other hand, after the joint interventions of the financial authorities of industrialized countries in the foreign exchange market on 7 March failed to achieve the expected result, no new effective measures for stabilizing the market situation have been proposed so far. This reflects the fact that in the face of the current turmoil in the market situation and the persistent weakness in the U.S. dollar exchange rate, the countries concerned have each had their intentions based on their own interests and it is difficult to make more efforts.
