世界进入全球化时代以后 ,中国完成了以革命性国家到建设性国家的转折 ,成为和平崛起的大国。它必须兼具硬国力与软国力 ,同时兼具政治大国、经济大国、军事大国、文化大国四种身份。因此 ,中国必然探索与建构相应的“新外交” ,确立其目标、任务与布局 ,立足于周边外交、大国外交、能源外交以及对发展中国家外交 ,理顺六大关系 ,树立合作共赢思想 ,建立全球尤其是周边安全与合作网络。
