South Korea called the ad “flower of smokeless industry.” From the first comic strip in Japan’s control period of the early 1940s, the country’s advertising has been going through more than 50 years of development. Today, the average annual cost of advertising in Korea for international and domestic publicity is as high as tens of billions of U.S. dollars. The advertising industry has become an important part of the national economy. In the 1960s and 1970s, it was the rapid development of basic industries in South Korea. Under fierce competition, fake advertisements and fake and shoddy goods flooded. Although South Korea decentralizes the unified management of the advertising industry, it still can not put an end to false advertising and fake and shoddy goods. Into the 80’s, a large number of Korean products to the international market; in order to improve product reputation and competitiveness, South Korea began to develop advertising law. Except for political advertisements, print advertisements and published advertisements, purely commercial advertisements are exempted from the examination and approval procedures and formalities of all government agencies and only require the Association of Korean Advertising
