2016年,宁夏回族自治区人民政府下发《关于创新财政支农方式和加快发展特色优势产业的实施意见》,人民银行加强市场调研,选取金融精准扶贫切入产业,针对平罗县发展的特点,着力拓宽平罗县肉羊产业发展融资渠道,通过建立羊产业发展基金池,撬动金融资金投入,解决生产企业和养殖户融资难问题。经多方努力合作,2016年11月基金贷款项目启动,截至目前,已累计办理羊产业基金贷款32笔,金额575万元,为当地贫困居民脱贫致富开出了一剂良药,也为当地农业产业发展和金融精准扶贫注入一股新活力。
