July 27 held in Harbin City, Heilongjiang Province Sanjiang governance construction mobilization meeting, opened the curtain of the Sanjiang governance construction. In 2013, there was a rare historic flood in the Sanjiang River basin, exposing some prominent problems such as low flood control embankments and flood control standards, lagging flood storage and detention areas, poor flood control and drainage systems, inadequate drainage monitoring systems and insufficient hydrological monitoring capabilities. Sanjiang River Basin has become China’s major river flood control system of the weak links. The CPC Central Committee and the State Council attach great importance to this and General Secretary Xi Jinping made important instructions specifically asking for the recovery and reconstruction of the area after the disaster; Premier Li Keqiang went to Heilongjiang Province to make arrangements for the management of Sanjiang;
