坚持与完善承包经营责任制是当前乃至今后企业改革的一项中心工作,本课题组从改革的总体方向和根本目标出发,首先明确了设置承包指标体系的首要原则,应是充分承认、遵重和保障企业相对独立的商品经营者的地位和权益,同时以对伴生的消极经济行为的约束原则相辅助,我们的基本思路是:如果承包之前行政部门对企业的直接干预和操纵,又以指标的形式转移到承包制中来,则违背了承包制的初衷,将其变成有名无实的旧体制的翻版。 根据上述指导思想和经实地考察、统计汇总而形成的信息资料,我们确定了两大类承包指标体系。一类是具有法律约束特性的考核类指标;一类是起监督检查作用的检查类指标。目的在于既能突出重点、减化指标,又能全面考核。 为了使承包制更加规范化,我们在结尾部分探讨了承包制中的难点问题,即承包基数及递增比例的确定方法。希望本课题组的讨论将有助于推动承包经营向前发展。
Adhering to and perfecting the contract responsibility system is a central task for the current and future enterprise reforms. Starting from the overall direction and fundamental goals of the reform, the task force first identified the first principle of setting up the contract index system, which should be full recognition and compliance. The status and rights of commodity operators that are relatively independent from the protection of the enterprise are complemented by the principle of restricting the associated negative economic behavior. Our basic idea is: if the administrative department directly intervenes and manipulates the company before contracting, it will The transfer of the form of the contract to the contracting system violates the original intention of the contracting system and transforms it into a copy of the old system with no name. Based on the above-mentioned guiding ideology and the information and information formed through field surveys and statistical compilations, we have identified two major categories of contracting indicator systems. One is the assessment index with the characteristics of legal constraints; the other is the inspection index that plays the role of supervision and inspection. The purpose is to highlight key points, reduce indicators, and make comprehensive assessments. In order to make the contracting system more standardized, we have discussed the difficult issues in the contracting system at the end, namely the determination of the contracting base and increasing proportions. It is hoped that the discussion of this group will help promote the development of contract management.
