1989年的10月1日,是中华人民共和国诞生四十周年的喜庆节日。全国人民正在用辛勤的劳动和丰硕的成果,来迎接共和国的这个有纪念意义的日子。过去四十年中,我国在社会主义现代化建设的各个方面都取得了辉煌的成就。而在所有这些成就中,科学技术工作方面的成就尤为光灿夺目。作为科技战线的普通一兵,我们为过去所取得的各种成就感到欢欣鼓舞,同时对今后的工作又深感重负在肩,任重道远。建国四十周年的喜欢节日,是在最近平息北京反革命暴乱取得决定性胜利、党中央及时召开十三届四中全会的新形势下迎来的。这次全会对当前进一步平息暴乱,稳定全国形势,巩固党的领导,维护全党和全国人民的团结等重大问题,作出了一系列重大决定。全会强调
