农村社会养老保险自1991年开始试点,至今已走过了七个春秋,经过各级领导和广大民政干部的共同努力,此项工作已卓有成效,目前已在2000多个县、市开展,有8200多万农民参加投保,形成了一定的规模,但随着事业的发展,出现了重发展轻管理的倾向,内部管理问题日益突出,“杭州会议”之后,各级民政部门认真贯彻会议精神,统一思想,转变观念,开拓进取,勇于创新。各级党委、政府十分重视管理工作,以对党和农民高度负责的态度,加强对管理工作的领导,认真研究解决工作中存在的问题和困难,采取有力措施,做好各级管理工作,取得了明显成效,涌现出一大批管理工作先进典型,积累了很多新经验.1997年10月下旬,全国农村社会养老保险管理工作现场经验交流会在山东烟台市隆重召开,先后有山东、江苏、江西、上海、烟台等17个先进单位在会上作了发言,介绍了他们的做法和经验,综括有以下几点.
